國外高等級生物安全實驗室管理政策制度現狀與啟示
Current situation and enlightenment of management policy and system in foreign high-containment laboratories
摘要：
高等級生物安全實驗室是國家生物安全的戰略科技力量，完善高等級生物安全實驗室管理政策，強化實驗室生物安全監管，對于國家生物安全具有重要意義。通過梳理比較美國、俄羅斯、英國等國家在實驗室生物安全監管機構、管理模式、標準規范、人員培訓等方面的政策制度，為我國高等級生物安全實驗室管理提出建議。

Abstract：
High-containment laboratories are strategic scientific and technological forces of national biosafety. It is of great significance for national biosafety to improve the management policy system and supervision of high-containment laboratories. In this paper, the policies and systems on regulatory authorities, management models, standards and staff training of biosafety laboratories in the United States, Russia, the United Kingdom and other countries are summarized and compared. Finally, some recommendations for the management of high-containment laboratories in China are presented.
